How do I create a light effect in Photoshop?

 There are a few ways to create light effects in Photoshop. 

One way is to use the Brush tool and add light highlights to specific areas of your image. Another way is to use the Gradient Tool and create light effects by blending different colors together. You can also use the Opacity slider to control how much of the effect is visible in your image.
